13/15 is good, and I"m not saying this is definately the issue, but it's just a thought I had. Download pingplotter (<a href="http://pingplotter.com">pingplotter.com</a>) and run it to the teliax server for about 30 minutes, or so. Set your test interval to 1second. See if it makes a nice steady line, or if it looks like a city scape (bad).
