For anyone else who might be stuck on Asterisk 11 for the moment I have attached the patch I used which back ports the various Fax status actions and events from Asterisk 13. It is based off of this commit https://github.com/asterisk/asterisk/commit/5c988cc4e6c5693f03080f88e3057cb7a5358597
