It's still in the staging tree in the mainline kernel [1] so must be
something Fedora 16 specific.

I don't have time to figure out what changed in the kernel build
system which breaks this but it looks like the "Makefile" is no
longer processed by default. 

In drivers/dahdi/Kbuild change:
obj-m += ../staging/echo/

 to:

obj-m += ../staging/echo/echo.o

And you should be back in business.
