At least that explains why it can't find your beep-file. It is looking
in /usr/share/asterisk and not /var/lib/asterisk.

If your asterisk.conf says this:

[directories](!) ; remove the (!) to enable this

you should remove the (!) to enable the alternate directories in
asterisk.conf so it should only say this:

[directories]
