Thanks a lot for all your comments.
Finally I have figured out the problem by looking into source code.
If callcounter=yes and notification is enabled for ringing or hold in sip.conf file, asterisk queue will not fork the new incoming call to the members already in ringing or inuse state.

You can use DIALGROUP function as well
