[asterisk-users] asterisk queue 'ringall' stratagy

ringinuse=yes will send your call to Agent only if her phone state is in 'In
use' or 'Not in use' BUT not when it is in

'ringing'.

So probably you can not achieve what you want with the current Queue()
implementation in Asterisk.
