It is possible to use Asterisk as a dialup PPP server, but only if you are doing PRI between the telco and Asterisk (see core show application DAHDIRAS).  

You could bring analog POTS lines into a dialup server (Portmaster maybe?) if PRI is too expensive. Can outsource your dialup customers to a national network?  You could simply stop providing dialup service.
