Use simple RJ45 (8 wire) A-B switched controllable by serial port, and use HAAST to throw the A-B switch to reroute the PRI.

You can't do PRI failover while using internal PRI cards. To do so you need a standalone PRI box a good one i use often is foneBridge from Redfone. U can use foneBridge as follow:

PSTN(Tdm) -> FoneBridge(TDMoE)-> Asterisk .
