You need to copy or soft link a2billing.conf to "/etc/" folder as by default latest version search for it in "/etc/"

I copied the config to the a2billing.conf in /etc/asterisk folder. I'm still not able to place any calls yet. Looks like I have to read more on how to configure trunks and providers whick got me confused. I'll learn though.
