Not in my book...

Answer will answer a call, then optionally wait.

Wait will simply wait for the time without answering the call.

Looks like the OP has solved the issue anyway - maybe those Dutch need the 
wait before answering to make sure the caller Id gets read in...

Phone lines make out of liquorice or something ;-)
