I'm a 1.2 Luddite, so YMMV...

In 1.2, maxmessage is a "global" setting.

In 1.6.1.6 (just what I happened to have on hand), maxmessage has been 
renamed to maxsecs and is a per user setting.

I don't know where between 1.2 and 1.6.1.6 this change was made -- 
scouring the change logs is left as an exercise for the reader :)
