Ok, start at the phone and work your way towards the destination.

So, from the phone:

1. Are you using a send key after number?
2. Is there a timeout set before it dials the number?
3. What type of phone is it?

Then your Asterisk server:

1. Is it receiving the entire number?
2. What does the dialplan look like in the Asterisk console?
3. How is making the outbound call?
4. If you call another extension is there the same delay?

Next, move to the outbound provider:

1. Are they being sent an invite straight away?
2. Does it contain the full number?
3. What is the length of time between calling and 180 message?
