Looks ok to me. Are you testing this using PSTN calls? I don't know
whether all telcos will propagate the User-User Information.

You should first test it directly between two Asterisk boxes, or two ports
on a single box, using an E1 crossover cable. Once you know it is working
in that setup, you can try it through the PSTN.

Use the "pri debug span" command to turn on PRI debugging. This will show
you the protocol elements being sent and received, and you can check
whether your user-user elements are included.
