That is not correct.  The 's' extension only matches analog calls (because they have no dialed extension number, or DNIS information).  Since the calls coming in on your PRI obviously have DNIS (that's where the 8000 came from), you must have extensions or patterns in your dialplan to match those calls.  This is also how how route calls for different DIDs, etc.
