Do you have these locales installed?
And what's the default locale on your system?

Debian:
aptitude install locales
dpkg-reconfigure locales
(Locales to be generated: check the ones you want to install)
(Default locale for the system environment: e.g. de_DE.UTF-8)

However I'm not sure if that helps. Maybe Asterisk always uses
the C locale to expand emaildateformat.
