with changing the version as u suggested: looks it is trying to connect to the Asterik server.
and timing out. that is a network issue that I could not use the solution you suggested.

I was able to resolve the issue with
sudo make -c sounds install. in Make file./
I was thinking that I am getting compile issues because of the Admin privileges issues
and kept sudo. and it did work.

This is being caused by a packaging error in our asterisk-core-sounds
tar files; they contain non-zero uid/gid values and they should not. If
you edit sounds/Makefile in the Asterisk source tree and change the
CORE_SOUNDS version to 1.4.17, then try the installation again, this
should be fixed.
