Thanks guys for your help troubleshooting this!

As it turns out I had a configuration problem (surprise, surprise) .
Asterisk.ctl was not in it's default location and asterisk.conf had
not been updated.  As a result, when I tried to connect using asterisk
-r, I got an error message that led me to believe Asterisk hadn't
started.  (I know, I know - the message tells me to look for this very
problem!  I wasn't as careful as I should have been since I'd had it
working before...)  Obviously with an instance of Asterisk running,
port 4250 was being used. By changed the port number I simply got
another instance to run.
