If only that were actually true.  I have experience with a school which sent
no CallerID at all on 911 on this theory, and as a result, ambulance services
were delayed by a few minutes because the wrong 911 center was contacted
(different county).  Luckily, the student (peanut allergy) survived and we
learned this valuable lesson.
