This sounds like Sipura's default behaviour for voicemail notifications. 
All Sipura/Linksys devices that I have seen by default will do a real 
quick ring to indicate new voicemail.

This is coming from memory but should give you an idea of where that 
option is: Admin/Advanced/User tab, Ring Settings, VMWI Ring Splash. 
You'll want to make sure that is set to zero.

Not sure if that is your particular issue, but it seems to be the best 
candidate.
