Yes, it looks wrong. Could you please try replacing the line that has
"hpec_zaptel.h" with:

$(obj)/zaptel-base.o: $(src)/hpec/hpec_zaptel.h $(src)/hpec/hpec_user.h

(Note the added '$(src)/' )
