[asterisk-users] #include

In version 1.2 I am able to use the #include command to for example add
config file to a context, but this does not seem to be working in 1.4.21.1

What I am trying to accomplish is to have users from different contexts be
able to call each other by making reference to the users.conf file in each
context with the following entry, but I am not able to call from context a
to context b.

[default]

Include => voicemail

;include => aaaa

;include => bbbb

;include => cccc

#include => users.conf
