Asterisk can do it. You can purchase G729 license for about $10 per
channel or you can buy one of these:
http://www.digium.com/en/products/voice/tc400b.php they support G729
and G723 and they free up your CPU and then just get some PCI T1
cards.

Or you can use a media gateway with G729 support... Cisco does... what
sort of media gateway are you requiring?
