I don't think that all Telco's are using the same procedure for billing.
Sometimes they use both. There are Telco's that provide pre-paid
services (calling cards, pre-paid mobile services etc) and their calls
have to be billed in real-time mode. The same Telco can use a CDR
aggregation model to bill their post-paid customers.
