[asterisk-users] HPEC audio clipping

Use the 8.x HPEC.

Because this is an issue with a Digium product, the bug is tracked in 
the Digium bug tracker, not the mantis bug tracker.  The mantis bug 
tracker is for bug reports of Asterisk and other open source Digium 
projects.
