faxserver to PSTN. Outgoing way works fine, but incoming faxes work only
when the remote machine is another fax server; when it is a traditional fax
machine the quality is very poor.

The only reason I put rtc in my kernel is that I was looking for a solution that helps to improve the timing, but unfortunately this didn't help at all.
