This one is probably the one you actually need.

Comments in asterisk config files begin with a ';', not a '#'.
(/etc/zaptel.conf is not an asterisk config file and comments there do
begin with '#').

  cat /proc/zaptel/*

What do you have in /etc/zaptel.conf ? In /etc/asterisk/zapata.conf ?
