It is. Otherwise the card would have been 31 channels.

Easy to check if the problem is udev:

ls -l /sys/class/zaptel


If there are files there and not under /dev/zap, udev is to blame.

What kernel version is it? What distribution?

Anyway, does Asterisk still fail?

As which user do you run Asterisk?
