You're right, unfortunately. ;-(
If I execute ChanIsAvail on a physically disconnected
port then I get:

    -- Executing ChanIsAvail("SIP/4053-0823fc18",

    -- Executing NoOp("SIP/4053-0823fc18", "Zap/32-1")

${AVAILSTATUS} is 0 AST_DEVICE_UNKNOWN - "Unknown";
channel is valid, but unknown state.
