Thanks Eric, That's what I figured but I wanted to make sure that it was
not possible to increase VoIP volume levels.

No.  Gain is done at the interface.  i.e. gains for Zap are in 
/etc/asterisk/zapata.conf and the gains for SIP are in the SIP device.
