How does top look while using Asterisk?  You said 3.0Gb, did you mean 
GHZ?  Is there the same delay dialing internal extensions or is it just 
inbound and outbound?  Have you updated the box with yum update?  Is 
Bristuff up to date and installed properly (I have no experience with 
Bristuff)?

Anything funky in /var/log/messages?

What if you stop httpd, does that help speed things up?

If in fact you are using a 3GHZ celeron, I highly doubt that the 
platform is the issue.
