The Polycom site provides good information on these questions. For
example at...
http://www.polycom.com/products_services/1,1443,pw-182-15672,00.html
we see that there is only one 430 model and it supports POE or can
operate without POE using its own provided power supply. I have a 430
and have operated it both ways.
I believe perusing the Polycom site will reveal answers to your
questions.
