I'm not entirely sure I understand. Do you want certain sip peers to
only ever use g729 (no matter what the other leg of the call uses) ?
Then asterisk would (have to) transcode.
Have you tried setting 
disallow=all
allow=g729
in the peers' section in sip.conf?
