Douglas,

You can set the exitcontext parameter on a per mailbox basis.  This way you 
should be able to setup any number of unique exitcontext sections to handle 
the "*" or "0" selection as appropriate for individuals or groups of users. 
See here for more details:

Look under "Settings for the [CONTEXTS] sections of voicemail.conf" and 
"user_options".

Thanks but that's not going to work. We are serving many many companies and 
a single exitcontext setting won't work.
