Whoa. No, only 800, 888, 877, 866 and futuree NPA's 855, 844, 833, and 822 
are toll free.

Here in Southern California, there are at least three regular area codes 
that are 8xx's that aren't free. 805, 818 in the Los Angeles area, 858 in
San Diego. 801 is Utah, 808 is Hawaii... you get the idea. :)

Some of the 8xx NPA's aren't even in the US. 809, if I recall correctly, 
is somewhere in the Caribbean.
