Please check your zaptel,
TE110P is the T1/E1, you should state the parameter accordingly.

Your mistake!
[channels]
context=default
switchtype=national
signalling=fxo_ls .....................it must be the same as zaptel.conf

possible start thhe asterisk 
# asterisk 
# asterisk -cvvvvvvvv
Debug the output of the status ....
