I am guessing you need to escape the <'s.  Possibly with a \ but I'm
not sure.  So
|\<9;\>

As far as provisioning.. that's what we do.. put a very short refresh
in the initial cfg file of about 3 or 5 seconds and then they always
load up their mac specific one.
