They can register to the same account yes but only the last one that registered will get calls directed at the account. As for making calls they'll always be able to unless you have an entry setup that just uses the registered IP address/port for authentication (probably not).

The only way you *might* be able to block extra registrations is by limiting the account to a specific IP range for registrations but then if you tried to register elsewhere with a legitimate attempt, it would be blocked too.
