Your cutting the leading dialed number from each box

exten => 
_2XXX,1,Dial(IAX2/boxa-user:mypassword at 192.168.1.192/${EXTEN:1},30,r)
exten => _2XXX,2,Congestion

should be

exten => _2XXX,1,Dial(IAX2/boxa-user:mypassword at 192.168.1.192/${EXTEN},30,r)
exten => _2XXX,2,Congestion
