The IAX protocol is based on UDP, not TCP.

Iaxcomm should work. You can use a complete dial string with username,
secret, peer, port number, extension and context if you like, in the 
following format.

[<user>[:<secret>]@]<peer>[:<portno>][/<exten>[@<context>]]
