This is my working iax.conf hylafax section

[iaxmodem1]
type=friend
secret=blahblah
host=dynamic
context=lcr_default
disallow=all
allow=slinear

and this is the iaxmodem1 config for iaxmodem

device          /dev/ttyIAX
owner           uucp:uucp
mode            660
port            4570
refresh         60
server          172.16.199.196
