[Asterisk-Users] E1 PRI error: "!! Got I-frame while link state 2" and "!! Got a UA, but i'm in state 1" (long)

what does hangup cause 16 mean ? doesnt it mean a normal hangup ? so 
who/what is hanging up ? i note the hangup happens as soon as the Primary 
D-channel on span 4 goes down, in the verbose log above.
