As I recall, the budgetone's support early dial as described, but that
doesn't make it a good idea. The Cisco SIP firmwares also support their
own 'digitmaps' as described above, in the form of dialplan.xml. Easy to
set up, probably easy to automatically generate if need be.

SCCP and SIP are very different approaches to endpoint control. Look how
chatty SCCP is compared to SIP...

Anyway, add Cisco SIP firmwares on the 7940/60 to the list, at least.
