    I would think so as well.   I confirmed bidirectional network traffic on UDP 4569.    Unless the encryption uses some other port.    I know on IPSEC it uses protocol 50 & 51 in addition to UDP500.   This could be something similar.

       I did see something strange in the TCPDUMP.   It said "802.d unknown."       I couldn't find anything on the net so it has to be something related since both servers are behind a firewall.  I made sure and ran "init keys" from the console and restarting with "-i".      Nothing seemed to work.

    In the meantime I finally got SpanDSP to work correctly.

    I added the secrets back and removed the RSA specific config and it started working again with no problems.     It has to be something specific to encryption traffic for authentication.    I have another test server on the local network I can test with.
