To be pedantic 0845 are not tied to specific exchanges, they are local
rate numbers availably nationaly.

0870 are national rate (i.e. charged at UK long distance rates).

It's all to do with call routing in BT's network and how much ingress
and egress BT have to pay to deliver them.
