What type of phones, how are they connected?

Does the calling phone having ringing for about 11 seconds before the
called phone actualy starts to ring -- or are they getting dead air
and the ringing sound starts at the correct time (when the called
phone starts to ring) but 11 seconds after they finished dialing?
