You are talkina about GIPS ILBC ?

ILBC codec  http://www.ilbcfreeware.org/
  ILBC is compiled by default by asterisk. My friends usually say sound 
quality in asterisk is better than Skype one, i've heard that Skype use 
a modified version of ILBC
