Some more info, I now have it attempting ID at least.

vpb/1-1: New call for context [local_pstn]

       > CID record - recorded 1999.960070ms between rings
Mar  3 08:17:46 ERROR[8417]: chan_vpb.c:603 void get_callerid(vpb_pvt*): CID 
record - Failed to decode caller id on vpb/1-1 - INVALID_ERROR_CODE
       > Collected caller ID already

Is there something I need to do to give the system time to collect the VPB 
CID before calling the SIP phone?
