You can register to all the servers you wish.  I think what you are really looking to is failover to another server which can be achieved by using priorities in extensions.conf

  Is it possible to have a list of IP addresses to register to?

  Example: Service provider has multiple register locations, DC, Chicago, LA etc...
  If one register site is down then I should be able to register to a different site
  automatically.
