Properly setting up the dialplan on the SIPura eliminates most of these 
issues.  Here's my dialplan on my SPA-2k:

([2-7]xxx|9,1[2-9]xx[2-9]xxxxxx|9,[2-9]xxxxxx)

You need to be in Admin / Advanced mode to see the dialplan option at 
the bottom of each Line X page.

My current dialplan only supports extension and standard PSTN calling 
for USA.  i.e. no 911, but that can be added.
