exten => _124XX,1,Dial(SIP)/${EXTEN:1}@outbound)

This is your problem.  It should be

exten => _124XX,1,Dial(SIP/${EXTEN}:1}@outbound)

There might be further syntax errors, this is only off the top of my head, but the most glaring error that I could see was the ) after SIP.
